In the year 1862, the awkward Tutrakan citizens Georgi and Petar Doychinovi, Krastyu Stoyanov, Georgi Malchev, Ivan Raichev and many others managed to obtain sultan's permission for opened a Bulgarian secundar school in the house of Georgi Doynov. From the town of Tryavna, the student of the Aprilov High School in Gabrovo, the teacher Nikola Kapanov learned the children of the Tutrakan rulers and the peasants from the neighboring villages. A process of school renewal is also under way, with new, better-prepared teachers being sought.
From 1869 to 1873 the teacher was Petar Kovachev, from 1873 to 1876 - Nedelcho Koev Balkanski and in 1877 - 1878 was Yurdan Tevecheliev from Elena and Georgi Yakorutski. During the school year 1878/79, 80 children were taught in the school of Tutrakan. At that time, Mityo D. Voynikov teaches in accordance with contemporary pedagogical requirements. During the school year 1881/82, the number of students in grades I to IV increased to 195. The old school, which has only two classrooms, is not enough for number of childrens. At the initiative of the mayor Krustyo Stoyanov and with the support of the local public in 1880, a committee was set up, which is dealing with the difficult task of organizing the construction of a large school. Tutrakan Racho Genov makes donation a yard of 660 sq.m.
